Floods and landslides after days of torrential rain have killed at least four people in northern and central Vietnam. More than 16,000 homes have been inundated, pointing to a displacement and recovery burden far beyond the death toll alone. The flooding threatens local agriculture, roads and communities in a country highly exposed to extreme rainfall. The impact is likely to be treated as seasonal weather unless the damage begins affecting trade or manufacturing supply chains.

South Africa

South African police are investigating whether the deaths of nine women whose bodies were found in Ekurhuleni over the past two months are connected. Police said the latest body was discovered Thursday in Dawn Park, a part of the municipality east of Johannesburg, adding to concern because the cases involve women found in the same area over a short period. South Africa faces a severe gender-based violence crisis, and police are examining whether the nine cases point to a possible serial pattern.

India

India’s nationwide cumulative monsoon rainfall was 15% below the long-term average as of September 18, according to the assessment. The assessment says forecasters expect El Niño conditions to bring drier winter weather, limiting soil moisture for the rabi season. It also says an early onset of summer temperatures could threaten crop development. Under the assessment’s long-range scenario in which El Niño persists into early 2027, the impact could intensify by shortening winter and lifting temperatures, adding pressure on agricultural output, rabi crops, reservoir levels, food inflation and farm incomes.
