Niger
Niger’s military says it is gradually regaining control after a mutiny at an army base near Niamey’s international airport. The country is led by a military junta headed by General Abdourahamane Tiani, which has cited improved security as part of its rationale for holding power. Niger borders Mali, Burkina Faso and Nigeria, and instability in that Sahel corridor can affect regional routes and further test the junta’s authority.

Sri Lanka
Sri Lanka’s Energy Ministry has scrapped traditional net metering and net accounting for new rooftop solar users, shifting them to a net-plus billing scheme. Energy analysts and solar advocates say the change could make household rooftop solar less financially attractive and slow new installations. Sri Lanka is still recovering from a debt and fuel crisis that exposed its dependence on energy imports, while rooftop solar has helped ease pressure on the power grid and reduce fuel demand. New household rooftop solar users are now being moved under the net-plus scheme as the country continues to manage grid pressure and fuel demand.

Nigeria
President Bola Tinubu will address Nigerians at 7 a.m. on Independence Day, Thursday, October 1, to mark Nigeria’s 66th independence anniversary. Presidential spokesman Bayo Onanuga announced the broadcast on Wednesday night, saying it is part of Federal Government activities for the anniversary. The address matters now because it gives Tinubu a national platform to speak to Nigerians as his administration pursues its policy agenda. The broadcast will air on Channels Television and other electronic media outlets. It will be his fourth Independence Day broadcast since he took office on May 29, 2023.
