Suspected Islamist insurgent incursions in Muidumbe and Macomia districts in Cabo Delgado prompted Mozambican and Rwandan forces to launch counter-operations in the past week. The attacks were described in a risk assessment that classifies Mozambique as a moderate global terrorism and insurgency risk, ranked 26th worldwide with a score of 66. Cabo Delgado remains the main driver of that risk. The conflict is still persistent and low-intensity, with displacement continuing rather than acute destabilization.

Cameroon
Cameroon’s gynecologists and obstetricians renewed a call on Sept. 28, 2026, for safe, legal abortion care and wider access to regulated medical abortion. The country’s professional community of gynecologists and obstetricians, known as OGOC, said unsafe procedures contribute to maternal injury and death. The doctors are urging legal access and wider availability within the health system in a legally and socially restrictive environment. They framed access as a public-health and maternal-safety measure, presenting preventable harm in pregnancy as more than a moral or political debate.

Uganda
The Uganda Wildlife Forensics and Timber Laboratory’s DNA analysis and specialized testing helped secure a 15-year wildlife-trafficking sentence after 10 kilograms of elephant ivory were found in a package bound from Entebbe to Cairo in January 2025. Police arrested the sender two months later and found additional elephant and warthog ivory at the suspect’s residence. Following the seizure and arrest, the suspect was convicted of attempted trafficking and illegal possession, and sentenced to 15 years in prison or a fine exceeding $35,000.
