Ethiopia
Ethiopian federal forces and allied fighters have retaken Mekelle, the capital of Tigray, amid renewed fighting in northern Ethiopia. The Tigray People’s Liberation Front confirmed it had withdrawn from Mekelle and said its regional administration would temporarily operate from another location. Federal forces also took Alula Aba Nega Airport from Tigrayan fighters, reversing a takeover that led to the suspension of commercial flights last month. The development puts federal and allied forces back in Tigray’s regional capital, while federal troops control the city’s airport.

Algeria
Algeria’s lower house has approved Penal Code amendments that would expand the scope of crimes punishable by death. The measure would mark a serious rollback in legal protections in a country that retains capital punishment in law but has observed a de facto moratorium on executions for decades. The bill still requires approval by the upper house before it can take effect.

South Sudan
South Sudanese President Salva Kiir has made his first foreign trip since dissolving the transitional unity government on September 22. He travelled to Kenya for talks with President William Ruto after forming a caretaker administration that is now overseeing election planning. The visit gives Kenya a direct role in coordination on election logistics and security measures as South Sudan moves from the unity government to caretaker rule. Kiir and Ruto are also discussing bilateral relations and economic cooperation. Their agenda includes cooperation on a refinery project in Kenya’s coastal Lamu region.
