Brazil

Brazilians voted Sunday in a presidential election pitting incumbent Luiz Inácio Lula da Silva against Sen. Flávio Bolsonaro. If no candidate wins more than 50% of the vote, the top two vote-getters will advance to an Oct. 25 runoff. Bolsonaro, 45, is the son of far-right former President Jair Bolsonaro and an ally of U.S. President Donald Trump. Lula, 80, is running in his seventh presidential election and seeking a fourth nonconsecutive term. Almost 159 million Brazilians are eligible to vote.

Eritrea

Egypt, Eritrea, Somalia and Sudan used a summit in New Alamein City to align on Red Sea security and conflicts across the region. Their joint declaration called for safe Red Sea navigation, respect for sovereignty and political solutions as Sudan’s civil war continues and major fighting persists in Ethiopia. The stakes include shipping through the Red Sea, the course of Sudan’s war, Ethiopia’s conflicts and the military balance among neighboring states. Ethiopia has accused Egypt, Eritrea and Sudan of backing the armed alliance fighting its government, and all three deny involvement. Egyptian President Abdel Fattah el-Sisi said cross-border problems should be handled through dialogue, not confrontation.

Djibouti

Thousands of people displaced by Yemen’s war have crossed the Gulf of Aden to Djibouti’s fishing town of Obock in recent weeks. Aid agencies and long-term refugees in Obock are struggling to support the new arrivals after the town received up to 4,000 people, many on overcrowded fishing boats. Camps are stretched beyond capacity, and refugees face shortages of shelter, water and other basic necessities. The recent wave has added strain to Djibouti as fighting in Yemen forces more people to seek safety across the gulf.
